The law in every country needs to be fair, modern, simple and cost-effective. Reform of the law is vital, including for the rule of law and for today’s world. Law reform needs to be respected, reliable, rigorous and responsive. Much law reform is conducted by law reformers within government. Many countries and states have also established law reform agencies over the last 50 years, because of their benefits. The Commonwealth Association of Law Reform Agencies (CALRAs) was founded in 2003-04, to encourage and facilitate law reform work –- so as ultimately to improve the law and society. CALRAs provides capacity-building in law reform. Its facilities are also available beyond the Commonwealth. The CALRAs/Commonwealth Secretariat publication "Changing the Law: A Practical Guide to Law Reform" is available at Guide to Law Reform on this website.
